THE INCIDENT

Years ago, a violent storm ruptured the walls of the aging 1910 hydroelectric plant. Decades of neglect, unstable systems, and experimental chemicals hidden deep in its chambers gave way. The turbines exploded. The dam failed. And the river flooded everything downstream.

The town below was wiped out. Families drowned. Homes were swallowed. The flood choked the earth with sludge and chemical runoff. Dozens were never found—swallowed whole by the river and buried beneath layers of black mud.

But the Hydro Plant never truly shut down.

Trapped inside was Elias Varn, the facility's lead engineer and underground scientist. He was working on secret bio-electric tests—fusing organic matter with hydroelectric energy and toxins produced by the plant's runoff. After the disaster, he was declared dead.

He was very much alive.

THE DESCENT OF ELIAS VARN

Cut off from the world, Elias lost his grip on humanity. He used what the flood brought him—dead animals, twisted wildlife, the occasional human corpse washed into his tunnels.

With the plant's backup generators and failed containment labs, he built a living lab. Combining science with madness, Elias reanimated flesh using power surges, sludge-soaked wiring, and unstable compounds created by years of environmental rot.

Many of his creations failed. Some survived. And a few escaped.

THE RIVER CULT: EDISON BATES

Years after the flood, Edison Bates, a former Hydro technician and old friend of Elias, returned. A man once broken by guilt and radiation sickness, he vanished into the woods… only to emerge years later preaching about “The Surge”—a divine wave of rebirth through hydro-energy and mutation.

He founded a fringe cult in the woods along the river, claiming he receives visions from Elias. He calls Elias “The Conductor.”

Bates and his followers—drifters, vagrants, and former workers—built Fog Harbor, a sanctuary of scavenged wreckage: rusted cars, scrap metal, and bone-laced shrines. They built shrines from wrecked machinery, wear power line robes, and believe they are the chosen to inherit Elias’ new kingdom of reanimated perfection.
